Exercising in shallow water can still cause impact on your joints.  It is a good idea to cushion the impact with a good pair of water shoes. Feet are more supported and protected during exercise when water shoes are worn. Diabetics should definitely protect their feet against the rough surface of the pool bottom, as they are more vulnerable to feet issues.   There are a wide variety of water shoes to choose from.
